So far it was San Francisco, San Jose, Walnut Creek, and others. It is called “Smash & Grab” where the thieves are looting the jewelry stores or expensive items from stores.
Their number is large and they are totally covered so it is very hard to identify them as you will see in this video:

Businesses are shaken by those looting groups and mostly boarded up.
