Art is hard to find unless you are inspired by a mood of relaxation or anger. When emotional feelings take place, a piece of art is born inside of you. If you were a painter, you can express yourself in paintings. If you were a poet, you can write a lovely poem for others to enjoy, etc..

Where or when this will take place, you do not know. It just happens.
